This week marks the 800th birthday of one of the most famous political documents in the history of the world—the Magna Carta, which laid the foundation for the rights and freedoms that Americans enjoy today. Eight centuries of liberty later, its revolutionary impact can still be felt.

During the 84th Session thousands of Texans worked with legislators to get HJR 77 passed in the House—something we were told couldn’t be done. In the Senate, we had the votes, but a few Senators played games and cut backroom deals to prevent HJR 77 from getting to the floor for a vote. Senators Estes, Fraser and Nelson evaded their constituents and shirked their obligation to show up to vote on our bill. They chose cowardice over bravery, and the rest is history.

We have heard the possibility of Gov. Abbott calling a special session. You asked us to find a way to communicate the urgency and importance of calling a convention of the states to the Governor directly and here is your chance. Sign our new petition!

HJR 77 was passed in the Texas House on May 14, 2015!  Now we need the Senate State Affairs Committee to schedule a hearing for HJR 77 (Senate bill SJR 63 is identical to HJR 77).

We have a sponsor, Senator Charles Perry (SD-28). He will be formally submitting his request for a hearing to the Senate State Affairs Committee tomorrow morning. However, we still need to make a huge impression on the Senate to support passing this legislation—they need to hear from constituents, as it will make the difference.

MAY 18 UPDATE

We now have 5 days to get a hearing scheduled in the Senate State Affairs Committee for HJR 77 (the referred House bill), the Convention of States Article V Resolution. We are optimistic, as the bill got read in the Senate late Friday afternoon and was then referred to the State Affairs Committee.

Thank you for taking a few minutes TODAY to make calls and send emails asking legislators to support HJR77 and schedule a hearing in the State Affairs Committee.

The ONLY WAY we will get this bill heard is if we make some serious noise to committee members—and the Lt. Governor. We have come too far and spent hundreds of hours calling, emailing and walking the Capitol to stop now.

APRIL 29 UPDATE

Received the following update from Tamara Colbert on April 29, 2015:

Good Monday morning Texas Friends of Article V and the COS Project. We are so excited that HJR 77 has made it to the Calendars Committee. We are moving, but are not across the finish line yet. We need you to do two things this week:

1. Call your House legislator and ask him/her to support HJR 77 the Convention of States Article V application. Please communicate to him/her that the Calendars Committee has requested that to move the bill to the floor for a vote, legislators must approach committee members asking them to get this assigned a date for the floor vote.

2. EMAIL the Calendar Committee that you support HJR 77 and ask them to assign the bill for a floor vote. Please see my sample below.

Great news! The Convention of States Article V application passed out of the Select Committee on State and Federal Responsibility & Power Committee yesterday evening. HJR 77 now goes to the Calendars Committee.

Update (as of March 21, 2015) received from Texas Convention of States (TCOS) leaders: There will be no committee hearing on March 26.  Most likely, the next hearing will be scheduled on April 2 at which time a vote on HJR 77 is possible.  Working with Rep. Miller, TCOS will soon identify specific legislators who need our special attention.

ACTIONS REQUIRED NOW!

  1.  Continue to contact your own legislators in the house and senate and express your support for HJR 77 (house) and SJR 63 (senate), respectively.  It is very important to identify the resolutions by number as there are competing resolutions pending.
  2. If your state representative has indicated support for HJR 77, please ask them to sign on as a co-author of HJR 77.  (Note:  Dwayne Bohac, Allen Fletcher, DeWayne Burns, Tony Dale, Lyle Larson, Jim Murphy, Phil Stephenson and John Wray are already authors and do not need to be contacted.)
  3. Continue to contact committee members who are undecided or indicating a possible No vote (Select Committee on State and Federal Power and Responsibility):

If you support creating strong state governments rather than a strong federal government, states’ right to override bad legislation or court rulings,  a balanced budget, flat/fair taxes, federal spending limits, federal term limits, or single-subject bills, these are a sampling of possible improvements we can achieve through  Article V.
